RTL is hardware description, not programming. You are describing what the circuit should do every clock cycle — which registers latch which combinations of signals. Synthesis then converts your description into a gate-level netlist. The RTL you write influences area, timing and power more than most beginners realise, which is why senior designers care intensely about coding style.
